God did not give the Ten Commandments to Israel to Save Israel, He gave the Ten Commandments to Israel to reveal the bad/depravity in them, and their incapacity to keep those commandments, to reveal their need of redemption, to reveal their need of a redeemer, to reveal their need of salvation, to reveal their need of a savior.
In the absence of cold, we would never truly appreciate warmth. In the absence of darkness, we would never truly appreciate light. In the absence of war, we would never truly appreciate peace. In the absence of hate, we would never truly appreciate love. In the absence of failure, we would never truly appreciate success.
